Under military dictatorship, the will of the people has been crushed. In response to the oppression, an underground rebel organization known as "The Kyokujitsu" (The Rising Sun), has recently been founded.

Dull yet impressively fortified buildings sit at the peaks of several mountains connected by sky-bridges allowing the Village to perceive an attack from literally hundreds of miles away. The natural beauty of the valley greatly contrasts the gray concrete military buildings that make up the majority of the village.

Through investments in the Kiri Black Market and Iwa's natural resources, Kumo has managed to reap the benefits of these nations spoils and trades.

Military: 8

Arguably the most powerful military force in the world. Kumo demands discipline and unquestioning loyalty from its ninja ranks, embedding the country's goals and the ninjas role as a tool to complete these goals, in their soldiers minds. Kumo ninjas undoubtably receive the most intensive training of all Five Countries and are equip with the most advance weaponry. Advances in technology are another goal stressed by Kumo to improve its overall military power.

Kumo's Daimyou and Raikage exert full dictatorial control over the nation, village and people. This creates a very stable yet oppressive political environment. An underground rebel force known as "The Kyokujitsu", literally meaning "The Rising Sun" plans to challenge them.

Crime Rate: 5%

The military police force is utilized to remain order, inflicting brutal punishment to the most petty of crimes, thusly reducing the crime rate to near non-existance. In fact, the majority of the crimes that are committed have been suspected as corrupt government action.
