With a strong economy, aesthetically pleasing architecture and a sound government open to the world, the citizens are generally pleased with their Village although a few problems smudge what would otherwise be a perfect picture. The corrupt and thriving Black Market has upped the crime rate considerably and through methods of fear/control, weaken the military by discouraging citizens to join.

Infrastructure: 7

Extravagant Buddhist style temples and structures mark Kiri, along with picturesque docks and beaches. The strong and reliable foundation of the buildings coupled with maintained clean facilities makes for an appealing infrastructure.

Economy: 8.2

The Village's economy is booming but not from the most respectable sources. The Black Market, which primarily trades with Kumo and Iwa, exercises remarkable influence over the Village's economy.

Military: 3

Through fear, the Seven Swordsman of the Mist, founder's of Kiri's Black Market, have managed to dissuade most from even daring to join the military. Underhanded assaults and assassinations of military personal are heavily associated with the workings of the Black Market.

Kiri acts as a neutral haven for the 5 Great Countries and Ninja Villages. Although its government remains committed to the people, it falls under the influence of the Seven Swordsman of the Mist, generally avoiding any action to deal with the illegal trade. Despite this, the government plans to build its military strength and an independent economy so it may finally tackle the Black Market issue.

Crime Rate: 60%

The high rates of theft, poaching, illegal trade, assassinations, murder can all be attributed to the Kiri Black Market which exercises excessive control over the Village.
