Rated from 0(worst) to 10(best) by increments of tenths.

Morale: 1.4

Spirits are extremely low, as the Villagers not only lack faith but do not trust and even disdain the Ninja Institution. Open disrespect is very common and generally accepted.

Infrastructure: 3.2

The majority of buildings are ghettos built on top of rubble. The remaining structures include a mutilated Hokage Monument, a ransacked Hokage Building and a shambled Village Wall.

Economy: 2

The Village is suffering a major depression, ruining the quality of life. Inflation is sky high.

Military: 4

Many ninjas remain loyal and the Village Wall provides some protection. The Anbu is fairly powerful.

Relations between the Ninja and people of the Fire Country is on edge. The Daimyou wishes to replace Ninja with Samurai.

Crime Rate: 30%

Crime rates are surprisingly low for the Village's Condition but still noticeable. Theft, Street Fights, Alcoholics, Alley Gamblers and Fraud are common. More serious crimes/poor conditions, less so.
